The Yoakum County Commissioners Court convened at 10:00 a.m. on Monday, May 11 in the District Courtroom of the County Courthouse in Plains, Texas, where they conducted their weekly meeting.
Those in attendance included Commissioners Woody Lindsey, Ray Marion, Tommy Box, and Tim Addison along with County Judge Jim Barron.
Others present for all or part of the session included County Clerk Summer Lovelace, County Treasurer Darla Welch, County Auditor Darinda McWhirter, and Sheriff David Bryant.
With there being no public comments Judge Jim Barron moved into the agenda which started with the payments of all bills. A motion was made to approve the paying of the bills which included County bills of $76,889.31 and hospital bills that totaled $204,454.59.
In the absence of Tax Assessor/Collector Jan Parrish, Judge Barron reported the tax office had collected $63,543.06 during the month of April. The Court unanimously approved the report.
This was followed by County Treasurer Darla Welch reporting her April report. She noted the county had a beginning balance of $60,981,648.18 and an ending balance of $59,566,024.00. This report was also unanimously approved by the Court.
Judge Barron also acknowledged receipt of monthly reports from the County Clerk and District Clerk’s offices.
Moving on the Court considered an engagement letter with Gabriel, Roeder, Smith & Company for December 31, 2019 OPEB Valuation and GASB 75 Valuation Reports for the fiscal years ending in 2020 and 2021. County Auditor Darinda McWhirter informed the Commissioners the letter was in each Commissioners Drop Box for them to read.
Judge Barron also informed the Court he had been approached by Cecil Bickley Librarian Ginger Wilson concerning use of the Denver City Community building for several sessions of the summer reading program. The first program is scheduled for June 8 with other sessions to follow. The Commissioners asked to table this item until their next meeting to make sure there wouldn’t be any conflicts.
Moving on Judge Barron informed the Commissioners he felt like it was time to open the courthouse. Saying that he added that starting on Monday, May 18 the front door would be open. Just inside the doors a table would be set up just outside the Human Research office where everyone would register and state which office they needed to go to. All Commissioners agreed to these plans.
There were no road crossing permit applications, one request for the disposal of county scanner, no line item transfer, and no Soil Conservation request.
After a 10-minute recess the Commissioners held a budget workshop to discuss future values and budget implications.
The next scheduled Court session will be on Monday, May 18 starting at 10am in the district courtroom.
