City of Brownfield Proposition A passes… what’s next?

When the Brownfield City Council approved a proposition to be placed on the municipal election ballot, they expressed concern about voter turnout, particularly since there were no contested elections. Despite only 2.6% of registered voters in the City of Brownfield participating, Proposition A passed with 113 votes in favor and 17 against.

The purpose of Proposition A was to change the Brownfield Industrial Development Corporation (BIDCorp) from a “Type A” economic development corporation (EDC) to a “Type B” EDC. However, since EDCs are funded through sales tax, this change required approval from the voters. To understand the differences between Type A and Type B EDCs, please read the related article. The Council will soon meet to discuss and draft a charter for the new Type B Economic Development Corporation (EDC). In anticipation of the approval for the Type B EDC, the Council established it on November 7, 2024. However, until the vote in favor of officially changing to a Type B EDC, this newly established entity remained unfunded.

Brownfield Mayor Eric Horton was grateful to hear that it passed. “As always, I would love to see more people come out and vote, but I’m very grateful for those who did and I am very excited that it passed. This is going to help the City of Brownfield tremendously,” said Mayor Horton.

BIDCorp Executive Director Gina Kelly said, “I’m so very pleased with the results. Thank you so much to those who voted. We are excited about the opportunities this change will bring. We are ready to get to work making this great place even better.”

The Type B EDC will now enhance its governance structure by expanding the board of directors from five to seven members, including two representatives from the council. This change aims to foster diverse perspectives and improve decision-making.
