Wellman-Union CISD earned an “A” in the latest Texas Education Agency accountability ratings, giving the district one of the strongest overall ratings in the area. The district earned an overall score of 90 out of 100, up from 89 and a “B” the previous year. The current Texas School Report Cards information reflects 2024-25 performance data and was updated by the state in 2026.
Wellman-Union is a small rural district in Terry County that serves students from pre-kindergarten through 12th grade on one campus. Federal enrollment data for the 2024-25 school year listed 248 students in the district, with about 22 full-time equivalent classroom teachers. That works out to a student-to-teacher ratio of about 11 students for every teacher.
The district’s overall score is based on three major areas: Student Achievement, School Progress and Closing the Gaps. Student Achievement and School Progress look at academic performance and improvement, while Closing the Gaps measures whether different groups of students are meeting state goals. Under the state formula, the higher score between Student Achievement and School Progress counts for 70 percent of the overall rating, while Closing the Gaps makes up the other 30 percent.
Wellman-Union received a 90, or “A,” in Student Achievement. That category includes STAAR test results, graduation rates and College, Career and Military Readiness, commonly known as CCMR. The district received a scaled score of 76 for STAAR performance, while both its CCMR score and graduation rate received perfect scores of 100.
The strong graduation and college and career readiness numbers played a major role in the district’s overall rating. Wellman-Union received a 100 percent graduation component score and a 100 in CCMR, which measures whether students leave high school prepared for college, a career or military service. The district’s 2025 CCMR rate was also listed at 100 percent.
STAAR performance was more mixed than the district’s high school readiness numbers. The district received a STAAR component score of 48, which converted to a scaled score of 76. State academic performance information shows that Wellman-Union students performed at different levels depending on grade and subject, with some grades posting strong results while others showed areas where improvement is still needed.
One example came in fifth-grade reading, where 100 percent of Wellman-Union students reached the Approaches Grade Level standard or higher in 2025. Ninety-two percent reached Meets Grade Level or higher. Those results were well above the state and Region 17 percentages in that grade and subject.
Across other tested areas, the results were less consistent. District STAAR data showed that some groups and grade levels performed well at the Approaches standard, while the percentage reaching Meets Grade Level was lower in several subjects. That difference helps explain why the district’s overall Student Achievement score was strong but its STAAR component remained below its graduation and CCMR scores.
School Progress was another area where the district posted a solid rating. Wellman-Union earned an 88, or “B,” in School Progress. That category includes Academic Growth and Relative Performance, and the state uses the better of the two scores to determine the School Progress rating.
Academic Growth received a scaled score of 74, earning a “C.” The district’s raw Academic Growth component score was 70. This measurement looks at whether individual students improved academically from one school year to the next, even if they had not yet reached grade-level expectations.
The growth data shows that many students did move forward academically. Among 124 tests included in one portion of the annual growth calculation, students earned 89 growth points. The state also gave additional credit when students who had previously failed to meet grade level moved into higher performance categories.
Relative Performance was much stronger, with Wellman-Union receiving an 88, or “B.” Relative Performance compares the district’s results with other districts that have similar percentages of economically disadvantaged students. For this calculation, about 49.2 percent of Wellman-Union students were considered economically disadvantaged.
Because the Relative Performance score of 88 was higher than the Academic Growth score of 74, the 88 became Wellman-Union’s final School Progress score. This shows that while year-to-year academic growth remains an area for improvement, Wellman-Union performed well compared with districts serving similar student populations.
Closing the Gaps was one of Wellman-Union’s strongest areas. The district earned a raw score of 77, which converted to a scaled score of 91 and an “A.” This category looks at the performance of different groups of students and measures whether schools are making progress toward state goals for academic achievement, graduation and college or career readiness.
The 91 in Closing the Gaps was important because that category makes up 30 percent of the district’s overall accountability rating. Combined with the 90 in Student Achievement, it helped Wellman-Union finish with an overall score of 90 and an “A.”
The latest results also show improvement from the previous accountability year. Wellman-Union received an overall score of 89 and a “B” in 2024. That year, Student Achievement was 88, School Progress was 85 and Closing the Gaps was 90. Academic Growth was a much lower 58, while Relative Performance was 85.
In the following rating year, the overall score increased from 89 to 90, moving the district from a “B” to an “A.” Student Achievement increased from 88 to 90, School Progress climbed from 85 to 88 and Closing the Gaps improved from 90 to 91. Academic Growth showed one of the largest increases, moving from 58 to 74, while Relative Performance increased from 85 to 88.
Wellman-Union also received an “A” accountability rating in 2023, showing that strong state ratings have not been unusual for the district in recent years. The district received a 91 overall in 2023, including a 90 in Student Achievement and a 92 in Closing the Gaps.
The district remains fully accredited by the Texas Education Agency. State accreditation records show Wellman-Union CISD as accredited for the 2025-26 school year. The same records show the district received an “A” in the 2025 accountability rating.
Wellman-Union School was also not identified by the state for Comprehensive Support and Improvement, Targeted Support and Improvement or Additional Targeted Support. The state uses those programs to identify campuses that need additional improvement because of overall performance or the performance of certain student groups.
Overall, the latest accountability results show a strong year for Wellman-Union CISD. Perfect scores in graduation and College, Career and Military Readiness helped the district earn an “A,” while Closing the Gaps also remained a major strength. The district improved in every major accountability area compared with the previous rating year.
The results also point to areas for further improvement. Academic Growth improved sharply but remained a “C,” and STAAR performance was not as strong as the district’s graduation and postsecondary readiness numbers. Still, moving from an 89 and a “B” to a 90 and an “A” gives Wellman-Union another strong result as the district builds on its academic success.
