The Denver City City Council met in regular session on Monday night, February 3, where they addressed their agenda.
After the Invocation was led by Councilman Ronald Weir the Council moved into the announcement portion of the meeting. Councilman Mark Sherman informed the Council about the passing of former Yoakum County Sheriff Don Corzine and offered his condolences to the Corzine family. City Manager Stan David informed the Council about the upcoming Chamber of Commerce banquet and took names and number of tickets needed from each member. The banquet will be on Monday, February 24.
Moving into the agenda City Manager Stan David presented the Council with two bids submitted for the sealcoat project. The streets involved are Main Street from Broadway to 15th and parts of North Ave. F and E, 8th street, E. Fir, and Japonica. One bid came from Liphem Asphalt and Paving from Aspermont for a total of $294,500 and the second one came from Danny’s Asphalt and Paving from Odessa for $349,550. After some discussion the Council unanimously approved to accept the bid from Liphem.
Next on the agenda was to consider an agreement with Level 5 Design Group for the construction of the new Police Department. Justin Gilmore with Level 5 Design Group had previously met with the Council where he outline the plans for the new facility. It will be located just north of the City Hall where the D-Mac building is currently located. City Attorney Warren New had made some adjustments in the original agreement between the City of Denver City and Level 5 Design Group. After these adjustments had been sent to Level 5 they return the agreement back with the approval of the changes.
The first thing that needs to be done is the demolition of the current D-Mac building. At the end of the meeting the Council went into Executive Session to discuss options for this demolition. A bid for $49,000 had been submitted but as Monday night the bidder had no pit to dispose the material in. A local bid had also been submitted that was discussed during the Executive Session. No decision has been made concerning the demolition.
Estimated time to complete construction document design service will be 4 months for Construction Documents Completion. Construction Administration shall be completed over the course of construction activities.
Moving on in the agenda a presentation of the election calendar for 2020 was made. The election for two Council members will be held on Saturday, May 2, 2020. The two year terms of Keith Mensch and Mark Sherman will expire on that date. The new term of office will be for 3 years. Both Councilmen have filed for another term of office. As of Tuesday, February 3 no one else has filed for one of the two positions.
The Council then unanimously approved the Election Calendar. The filing date started on January 16 and will run through 5pm on February 14. Early voting will start on April 20 and will run through April 28 with extended voting hours on both April 27 and April 28.
Request for a early ballot will be from January 1 until April 20 and Election Day will be on Saturday, May 2 from 7am to 7pm.
In the last item David went over his Quarterly Investment Report from October 1 and December 31. His report showed the City has $7,017,603 in funds from the two Investment Pools, Checking Account, and Certificates of Deposit. Individually TexPool has an average interest rate of 1.74%, Texas Class has an average interest rate of 1.97%, West Texas Checking account has an average interest rate of 1.28% and the CD for $30 is currently in the Yoakum County Federal Credit Union.
Also discussed was the restricted and designated amounts. Cash Designated to Projects/Capital Outlay totals $1,819,227 and Cash Unrestricted and Undesignated totaled $4,048,376.
Following the Quarterly Report Mayor Tommy Hicks made a motion to go into Executive Session.
Following the Executive Session a motion was made to pay the regular bills that totaled $133,021.02.
Councilmembers in attendance included Joan Breith, Ronald Weir, Robert Hanneman, Clinton Bowman, Mark Sherman, and Keith Mensch along with Mayor Tommy Hicks.
The next meeting will be held on Monday, February 17, in the Council chambers starting at 7pm.
