RV’s and travel trailers discussed at recent council meeting

The Brownfield City Council met in regular session on Thursday morning, October 3, at the Council Chambers. All members of the council were present for the meeting.

The item on the agenda that generated the most discussion was item seven. “Review and consider amending the Brownfield City Code by amending the Article 4.1111 entitled, ‘Limitation of use of recreation vehicles.’  Establishing guidelines for occupation and uses of recreational vehicles with the corporate limits of the City of Brownfield.”

Much discussion was had concerning whether it was referring to an RV that was parked on the street or beside the residence, or whether it was referring to a person using an RV as a residence in the City Limits. “This is a difficult one,”stated City Manager Jeff Davis. “It is hard to go in and police these things on a person’s private property unless it is violating other rules.”

It is hard to know if someone is living in an RV, or if it is just being plugged in while cleaning, or getting ready to travel.

It was decided to have  a work session in the future to get citizen input and determine how to develop guidelines on this. Davis stated that he had been getting some complaints on RVs and people residing in them and that was why he chose to put it on the agenda.

No action was taken on this item.

A Public Hearing was held concerning a request to replat Block 19, Lot 6 and Lot 7 of the Oak Grove Addition. With no one speaking one way or the other, the Public Hearing was closed. The Council then immediately addressed this request for a vote to combine the two side by side lots into one lot for the owner of both lots. The Council did pass this motion, with Councilman Jimmy Garza being the lone nay vote. The Planning and Zoning Board had previously met and recommended this change at the owner’s request.

Another item on the agenda included adjusting the school zone signs in neighborhoods to reflect the new start and release times for BISD this school year. This does not effect the school zones on Tahoka Road or Lubbock Road. Those zones, while monitored by City of Brownfield Police, are set by the school district and TxDOT. This item did pass.

The Brownfield Police Department was recognized as receiving a donation for First Responder Support from The 100 Club of West Texas. This club, while somewhat unknown in this area, has been around for some time and they work to support all First Responders in the area. Police Chief Chris Kotzur stated that this money would go for adding rifle protection to the vests the officers already wear.

The Council did go into Executive Session on two items. “Executive session in accordance with Section 551.071 consultation with  attorney about pending or contemplated litigation or where the duties of the  attorney under the Texas Disciplinary Rules of Professional Conduct conflict with  Chapter 551 of Texas Government Code.”

And, “Executive Session in accordance with Section 551.086 certain public  power utilities: Competitive Matter – Power purchase agreement.”

The Council reconvened in Open Session with no action being taken and adjourned. The next meeting is scheduled for Thurs Oct. 17, 2024 at 7:30 am in Council Chambers at Brownfield City Hall.
