Cell phone ban coming to a classroom near you

In February 2025, TownTalk Media reported (related story) on a potential ban of cell phones and personal wireless devices in public schools during the Texas 89th Legislative session. The movement to ban cell phone use in schools gained momentum following the Los Angeles Unified School District’s school board decision in June 2024 to implement such a ban. Additionally, the state of Virginia instituted a ban on cell phone use across its public school districts. Florida had already enacted a similar ban in 2023, and states like Indiana, Louisiana, South Carolina, and Virginia followed suit in 2024.

With the 89th now over, Texas is taking an essential step by joining several states in implementing a ban on cellphones in schools. House Bill 1481, introduced by Rep. Caroline Fairly, a Republican from Amarillo, seeks to limit the use of “personal wireless communication devices” in K-12 classrooms. The bill has garnered impressive bipartisan support, passing unanimously in the Senate and with a decisive 136-10 vote in the House.

Proponents of the bill emphasize that reducing cellphone use can help minimize distractions, ultimately enhancing students’ focus, participation, and academic performance. Moreover, many believe this legislation could contribute to a decrease in bullying and positively impact students’ mental health.

Authored by Rep. Fairly, the only Gen Z member of the Texas House, the bill reflects a fresh perspective on the challenges posed by social media. She remarked, “When you see what is being pushed on social media and the distraction it causes in the classroom, there is a need for our government to support our educators,” highlighting the importance of creating a conducive learning environment.

While some opponents express concerns about potential difficulties in communication with parents and emergency services, as well as the ability for parents to track their children’s locations, the bill thoughtfully addresses these issues. It allows students to keep their phones nearby while restricting their use during school hours, striking a balance between safety and focus in the classroom.

House Bill 1481 has been sent to the governor’s desk to be signed into law.
