The Denver City City Council met in regular session on Monday, June 5, where they conducted their bi-monthly meeting taking care on a single item on the agenda.
After the invocation led by Councilman Clinton Bowman, City Manager Stan David had a few announcements to make during that portion of the meeting. He informed the Council that TML Region 3 would be conducting a meeting in Lubbock on June 29. Should any council member want to attend the meeting, which included a meal, he would get them registered. Councilman Ronald Weir informed the Council that the annual XTO Chad Lowrey memorial golf tournament would be held the weekend of June 10-11. And Public Works Director Dave Tedford announced the annual fly in breakfast would be held on Saturday, June 10 from 7-10 at the local airport.
The only thing on the agenda was to consider a resolution denying the surcharge related to docket no. 45524 submitted by Southwestern Public Service/Xcel Energy. According to notes provided to the Council SPS filed an application on April 6, 2017 with the City and the Public Utility Commission for approval to implement a surcharge arising from its most recent base rate case. The purpose of the surcharge is to allow SPS to recover revenue that it has a statutory right to recover for the period from July 20, 2016 through December 9, 2016.
It further explained the proposed surcharge would allow SPS to recover revenues that it would have recovered if the rates approved on December 10, 2016, had been in effect from July 20, 2016 through December 9, 2016. The amount of the proposed surcharge is about $13.7 million in total revenue. SPS proposes to recover the surcharge over a five-month period from July 1, 2017 through November 30, 2017. The surcharge will be applied as a percentage of the customer’s base-rate bill.
According to a chart, which was also provided, the rate increase for residential service would have been 4.34% which would have generated $2,820,708 in revenues.
A motion was made to accept the resolution denying the surcharge whereupon the Council unanimously approved the motion.
The Council then unanimously approved the paying of the city bills that totaled $122,423.47 and then adjourned. Following the meeting they met for a budget work session.
Council members Joan Breith, Ronald Weir, Robert Hanneman, Clinton Bowman, Mark Sherman, and Keith Mensch along with mayor Tommy Hicks were all in attendance.
The next meeting is scheduled for Monday, June 19, in the City Hall chambers starting at 7 pm.
