Texas Releases Homeland Security Strategic Plan for 2026–2030

Governor Greg Abbott and the Texas Department of Public Safety (DPS) today announced the release of the Texas Homeland Security Strategic Plan 2026–2030, a comprehensive framework designed to guide the state’s homeland security priorities and actions over the next five years.

The updated strategy replaces the Texas Homeland Security Strategic Plan 2021–2025 and reflects significant revisions aimed at addressing evolving threats, emerging hazards, and the growing complexity of security challenges facing Texas. The plan provides a unified approach for preventing, protecting against, responding to, and recovering from attacks, disasters, and other emergencies that may impact communities across the state.

“Protecting Texas from a broad range of threats and vulnerabilities is a critical mission that continues to evolve,” Governor Abbott said. “The Texas Homeland Security Strategic Plan provides a comprehensive and updated framework to prevent, protect against, respond to and recover from attacks, disasters and other emerging threats. I commend the Texas Department of Public Safety for its leadership and dedication to ensuring the safety, security and resilience of our state. Through strong coordination and shared responsibility, we will continue to keep Texas the best state to raise a family, start a business and live a safe and prosperous life.”

DPS Colonel Freeman F. Martin emphasized the importance of the plan in today’s security landscape, noting the unprecedented range of threats confronting the state. He highlighted the collaborative effort behind the strategy, which was developed by the newly created DPS Homeland Security Division alongside homeland security experts from numerous partner organizations. According to Martin, the plan equips Texas with the tools and resources necessary to mitigate risks and respond effectively to any type of attack or disaster, while setting a clear course toward a safer and more resilient future.

The Texas Homeland Security Strategic Plan 2026–2030 is organized into three main sections:

  • Section I: Purpose and Principles – Defines the plan’s purpose and scope, outlines the state’s vision for homeland security, and establishes the guiding principles that will shape Texas’ actions.
  • Section II: The Texas Homeland Security Environment – Examines the range and scale of homeland security challenges facing Texas, including threats and hazards, vulnerabilities, potential consequences, and notable trends.
  • Section III: Goals and Objectives – Lays out the state’s homeland security priorities for the next five years, including six overarching goals, 31 objectives, and 158 priority actions to guide implementation.

Together, these components form a strategic roadmap to strengthen coordination, enhance preparedness, and improve Texas’ ability to safeguard its people, infrastructure, and economy. State leaders say the plan underscores Texas’ commitment to proactive planning and shared responsibility in the face of an increasingly complex security environment.
