Early voting for the Texas Primaries has come and gone, and tomorrow is Primary Voting Day for Texas. If you did not vote in the early voting time frame, you’ll get one more chance to do so on Tuesday, March 3, 2026.
These primary elections will determine which candidates advance to the November 2026 General Election in several high-profile races, including the open U.S. Congressional District 19 seat, the U.S. Senate, Texas Governor, Agriculture Commissioner, and Texas Comptroller.
For voters in Brownfield and Terry County, three significant races will take place. Terry County Clerk, Terry County Commissioner Precinct 4, and the open District 19 congressional seat following the retirement of longtime Congressman Jodey Arrington.
While Texas voters will be deciding a number of high-profile statewide and federal races during the primary election, the only countywide race on the ballot for Terry County residents will be for the office of Terry County Clerk.
Longtime Terry County Clerk Kim Carter has announced she will not seek reelection, choosing instead to retire after years of dedicated service to the citizens of Terry County. Carter has served the county faithfully, overseeing vital records, court filings, property records, and numerous other administrative functions essential to local government operations.
With Carter’s decision to retire, the race for county clerk is now an open seat, guaranteeing Terry County will have new leadership in the office for the first time in several years. Two familiar faces within the County Clerk’s Office have stepped forward to run for the position. Current Chief Deputy County Clerk Nancy Gonzales and current Deputy County Clerk Jeffrey Davis will face each other in the Republican Primary Election on March 3.
Because no Democratic or third-party candidates filed for the position, the winner of the Republican Primary will automatically become the next Terry County Clerk. This means the March 3 primary election will effectively decide who will hold the office. However, the transition will not take place immediately. The newly elected County Clerk will officially assume office on January 1, 2027, following the completion of Kim Carter’s current term.
In addition to the countywide race for Terry County Clerk, voters in Terry County Precinct 4 will also decide an important local leadership position as three candidates compete for the Precinct 4 Commissioner seat. Incumbent Precinct 4 Commissioner Ernesto Elizardo has officially filed for reelection, seeking to continue serving the residents of his precinct. Elizardo, who currently holds the position, is facing two challengers in the Republican Primary. Michael Dawson and Elvis Rodriguez have both entered the race, creating a three-way contest that will be decided by voters during the March 3 primary election.
With three candidates on the ballot, there is a strong possibility the race could advance to a runoff election. Texas election law requires a candidate to receive more than 50 percent of the vote—often referred to as “50 percent plus one vote”—in order to win outright in the primary. If no candidate reaches that threshold, the top two vote-getters will advance to a runoff election, which would be held at a later date.
Because no Democratic or third-party candidates filed for the position, the winner of the Republican Primary—or eventual runoff, if necessary—will ultimately become the next Terry County Precinct 4 Commissioner.
U.S. House District 19 Race (Includes Brownfield & Terry County)
For the first time in nearly a decade, District 19 voters will elect a new member of Congress. The district covers a large portion of West Texas, including Terry County, Lubbock, Midland, Odessa, and surrounding rural communities.

The Texas Comptroller serves as the state’s chief financial officer, managing state finances, collecting taxes, and estimating revenue for the state budget. These candidates are competing to replace former Comptroller Glenn Hegar, who resigned in 2025 to become Chancellor of the Texas A&M University System. Kelly Hancock, who appointed by Texas Governor Greg Abbott, to fill the remainder of the term is the “Acting Comptroller”.
