The City of Brownfield had its regularly scheduled meeting this morning at 7:30. City Council had a lot to discuss as they had 12 items on the agenda with 2 of them being in executive session.
The first item on the agenda was to approve the minutes of the December 15, 2022 meeting. The second item on the agenda was to order a city election for Saturday, May 6, 2023. City Manager Jeff Davis added, “this is just a regular order for the elections, this is something we have to do every year”. the election is being made to replace district council members 4 and 5 and the 2 at large positions. Terry County election administrative will be holding the elections. City Council approved the item and moved on to the next item.

The 4th item on the agenda was the appointment of election judges and alternate judges for the city election on May, 6th. Although most election functions have been transferred to the Terry County election administrative the city of Brownfield is still required to appoint election judges and alternate judges for the election. after much discussion, the Council members approved the item.
The next item was to hear and discuss Demebers’ financial reports. Jeff Davis had this to say, “this is one of those that finally catch back up we have been a month behind. we have 25% of the budget that should be spent so your numbers should be around 25% on all of them. if you go through the general fund normally your taxes are coming and were starting to see deposits so if you look at the rest of they are starting to come in line. On the revenue side infrastructure, the 4.03% is the increased interest for the pool cash fund, so you’re seeing that. Expenses and general funds are around 25% the garbage has spent little and they don’t start spending till the summer.” the board motioned to approve the item.
The City Council moved to the next item to discuss the investment report presented by the City Manager Jeff Davis, ” the one that I always like yall to turn your chins to is the pool cash fund. yall have to realize that we make 4 percent interest on almost everything yearly so were make close to 4% APR. the next one is the rainy day fund which is 3.6 million dollars in there and we put a little money in it every month but the interest for the month is 22,654 we are over collateralized by 57% which our investment policy only requires 5% so we’re more than good in that department.” with the investment report looking good the council approved the item.

The next time on the agenda was to hear the quarterly update and report by the city of Brownfield by the director of streets Javier Duran.” as you received my report we have had to deal with a few extra potholes due to the contractors so we are trying to stay ahead of those. we also continue to stay on top of the caliche roads most of the road on South cub. we are currently waiting on David to start working on that approach at the intersection of Old Lemesa and Cub and once that is all done we will bring that road up to grade.
The Next item of the agenda was to discuss a resolution by the City Council of Brownfield for their participation in the South Plains Regional mutual aid agreement and designating the mayor to serve as the city’s Cheif Representative in all matters pertaining to the city’s participation. In order to receive grants from the Department of Homeland Security a Regional Memorandum of understanding must be adopted through resolution at each entity’s governing body. This resolution adopts this resolution in order for the Regional Mutal Aid Agreement to be adopted by its South Plains Association of Government’s Board of Directors. The City Council approved the item and moved it to an executive session.
The City Council came out of the executive session and approved City Manager Jeff Davis to secure block energy. Mr.Davis added,” everybody knows winter storm Uri the energy markets were crazy some energy cost at around 5,000 per megawatt hour, and this amendment is basically to allow me to purchase energy blocks for up to 3 megawatts for up to 5 days so it gives us something to do if we see the energy market go crazy again but it’s not to exceed over 100,000 thousand. ” The Council approved the item and ended the meeting
City Council will have it’s next meeting on February,2nd.
