The Brownfield City Council will meet Thursday, September 3, 2026, at 7:30 a.m. in the City Hall Council Chambers, 201 West Broadway Street, to discuss several significant financial, utility, and public safety items.
Major agenda items include the early stages of the City of Brownfield’s budget and tax-rate process for the upcoming fiscal year.
Council members are scheduled to call for a public hearing on the proposed 2026-2027 fiscal year budget. The council will also consider proposing the City of Brownfield’s 2026 ad valorem property tax rate.
The meeting will begin with establishing a quorum, an invocation, and pledges to the United States and Texas flags. Residents will then have an opportunity to provide public comment on items listed on the agenda. Those wishing to speak are asked to complete the Public Comment Sign-up Form available at the entrance to the Council Chambers and return it to the City Secretary.
Council members will also consider approval of the minutes from the August 20, 2026, City Council meeting.
Several departmental updates are scheduled for Thursday’s meeting. The city’s Director of Electric Utilities will present a quarterly report covering outages, electrical distribution system issues or concerns, metering, power purchasing and departmental policies and procedures.
The Director of Water and Wastewater will also provide a quarterly update on water leaks, water and wastewater distribution system concerns, metering, water treatment and storage, and departmental policies and procedures.
The council will also discuss employee benefits for the upcoming fiscal year as it considers a presentation from Brinson Benefits on the employee benefit plan for the 2026-2027 fiscal year.
The council is scheduled to consider a post-funding report submitted by Hope Over Dope. The organization received funding from the city’s Hotel Occupancy Tax revenue for the Hope Over Dope event held at Coleman Park on July 31 and August 1, 2026.
Another item expected to draw interest is a discussion concerning the City of Brownfield’s use and oversight of Flock Safety automated license plate recognition cameras.
According to the agenda, the discussion will include the cameras themselves, privacy and data-sharing safeguards, authorized access to information and coordination with law enforcement agencies. The item is listed for discussion only, with no final action scheduled.
Council members will also consider casting the City of Brownfield’s ballot in the Texas Municipal League Intergovernmental Risk Pool Board of Trustees election for Places 1 through 4. The council could authorize the mayor or another city official to execute and submit the city’s official ballot.
During announcements, the city will remind residents that Brownfield city offices will be closed Monday, September 7, in observance of Labor Day.
