BROWNFIELD, Texas | October 20, 2026
The Brownfield City Council will meet Thursday, October 22, 2026, at 7:30 a.m. in the City Hall Council Chambers, located at 201 West Broadway Street. Council members have a full agenda that includes a referendum petition concerning electric utility rates, proposed budget amendments, public safety reports, downtown revitalization requirements, additional utility meter readers, and a possible audit of the city’s utility billing software.
One of the most significant items on Thursday’s agenda involves a referendum petition challenging Ordinance No. 2169, which established electric utility rates for the City of Brownfield.
Council members will hear a report from the City Secretary regarding the examination and certification of the referendum petition. The council will also conduct a public hearing to receive comments concerning the petition, the proposed repeal of Ordinance No. 2169, and the reinstatement of electric utility rates previously established under Ordinance No. 2164.
Following the public hearing, the council is scheduled to discuss and consider proposed Ordinance No. 2172. If adopted, the ordinance would repeal Ordinance No. 2169 and reestablish the electric utility rates, fees, and charges that were in effect on September 30, 2026. The proposed action is being considered pursuant to Article XI, Section 104 of the City of Brownfield Home Rule Charter.
The discussion could have a direct financial impact on Brownfield electric utility customers, making the public hearing and potential action among the most closely watched portions of Thursday’s meeting.
City Budget and Chamber of Commerce Agreement
The council will also consider Resolution No. 20261022, which proposes amending the City of Brownfield’s fiscal year 2026–2027 budget. Although the agenda does not specify the proposed financial adjustments, council members will have the opportunity to discuss the changes and determine whether to approve them.
Another item involves the Brownfield Area Chamber of Commerce. Council members will consider Resolution No. 20261022.1, which would amend the operating agreement between the city and the Chamber for the operation of a Visitor Information Center.
The proposed amendment would extend the agreement through September 30, 2027, and establish an effective date.
Police Department and Code Enforcement Reports
Public safety and city ordinance enforcement will also be discussed during Thursday’s meeting.
The Brownfield Chief of Police is scheduled to provide a quarterly report concerning the department’s activities, including responses to calls for service, criminal investigations, apprehension and prosecution of offenders, and general police operations.
The presentation will also cover animal control, 911 emergency dispatch services, and emergency management operations.
Council members will additionally hear a quarterly update from the city’s Code Enforcement Officer. The presentation will address property maintenance issues, building maintenance concerns, and enforcement of city ordinances.
Both presentations will give council members an opportunity to review departmental operations and discuss ongoing needs affecting public safety, neighborhood conditions, and municipal services.
Downtown Revitalization Grant Requirements
The city’s downtown revitalization efforts will also be part of Thursday’s agenda.
Council members will receive a presentation concerning Section 3 requirements under the Texas Community Development Block Grant (TxCDBG) Downtown Revitalization Program, Contract No. CDM25-0533.
Section 3 requirements generally address opportunities for employment, training, and contracting for qualifying low-income individuals and businesses in connection with certain federally funded projects.
The council will also consider a resolution adopting or reaffirming community policies, using Texas Department of Agriculture Form A1014, associated with the same downtown revitalization grant.
These agenda items are part of the city’s responsibilities for maintaining compliance with grant requirements as Brownfield works through its downtown improvement initiatives.
Additional Meter Readers and Utility Billing Software Audit
Two items involving the city’s utility operations could generate considerable discussion.
The council will consider the possibility of employing one or two additional meter readers. The agenda does not specify whether the positions would be permanent or temporary, but the discussion could address staffing needs associated with the city’s utility services.
Another item calls for discussion of an audit of the FundView utility software system to ensure accuracy and identify potential issues.
The agenda specifically identifies the need to examine the software for accuracy and determine whether any problems exist. The discussion could provide an opportunity for council members to evaluate the reliability of the city’s utility billing and recordkeeping processes.
No decision to conduct an audit has been announced, and Thursday’s meeting will provide council members an opportunity to consider the matter.
Executive Session and Public Participation
The council is also scheduled to enter executive session under Section 551.071 of the Texas Government Code to consult with its attorney concerning pending or contemplated litigation or other matters authorized under that provision.
Following the closed session, council members may return to open session and take any necessary action.
The meeting will also include an opportunity for public comments on agenda items, approval of minutes from the October 1, 2026, meeting, and announcements concerning community or area activities.
Residents who wish to address the council during public comment must complete a Public Comment Sign-up Form available at the entrance to the Council Chambers and return it to the City Secretary. Speakers are asked to follow the city’s public comment protocol.
The meeting is open to the public and begins at 7:30 a.m. Thursday, October 22, at Brownfield City Hall, 201 West Broadway Street.
