The Terry County Commissioner’s Court requesting grant funding for park improvements near the Terry Co. Show Barn. On Monday, July 22 the Court met in a regularly scheduled meeting where there was a light agenda. After the invocation, pledges, and approval of the minutes, paying bills, and the sheriff’s reports the Court moved on to the main section.
Terry County Joint Elections Administrator Krystal Valentin was on hand to receive approval of the voting hours for the November 5th General Election. Valentin gave two options for early voting times during the second week of early voting. Commissioner Richard Cavasos said the second option looked less confusing, with Commissioner Mike Swain agreeing. The Court voted to accept the second option. The State of Texas changed the election laws so that the last full week of early voting would require 12-hour voting times each day, except on Sunday. The early voting hours set are Monday through Friday, October 21-25, 2024 from 8:00 am to 5:00 pm. The second full week of early voting will begin on Saturday October 26, 2024 from 7:00 am to 7:00 pm. On Sunday, October 27, 2024 the voting time will be from 1:00 pm to 7:00 pm. From Monday through Friday October 28 – November 1, 2024 the early voting times will be from 7:00 am to 7:00 pm. All early voting in Terry County will be held at the Joint Elections Office located at 507-A West Main in Brownfield.

The Court then approved polling locations and elections judges and alternate judges. Polling locations on Election Day, November 5, 2024 from 7:00 am to 7:00 pm for Precinct 101 will be at Coleman Park Party House with Bobbye Jo Floyd as Judge and Rosa Salinas as Alternate Judge. Precinct 201 will be at Terry County Senior Center with Cynthia Jacquez as Judge and Irene Herra as Alternate Judge. Precinct 202 will be at the Meadow Community Center with Sandi Hunt as Judge, and Jazmin Haile as Alternate Judge. Precinct 301 will be at the Terry County Annex with Adrianna Moya as Judge and Jeanette Rodriguez as Alternate Judge. Precinct 401 will be at the American Legion with Maria Chacon as Judge and Tyra Nolan as Alternate Judge. Precinct 402 will be at the Wellman Community Center with Maria Chavez as Judge and Mary Dominguez as Alternate Judge.

The Court went to the final agenda item to discuss and consider a 2025 Texas Parks and Wildlife Dept. local parks grant for the Enoch Stewart Park near the County Show Barn. Mark Lowden with ODJ Engineering spoke to the Court about the rendering of the park and also needed the amount of grant funds the county was asking for. According to Lowden, there will be an ADA parking lot built, about five covered picnic table areas, new playground equipment, a dog park, and pickleball courts. The Court asked if the ODJ could do away with the dog park and pickleball courts to save money. Lowden told the Court that was reasonable.
After much discussion on the rendering, the Court decided to ask for $275K. If the grant is approved, this will become an “in-kind” grant which means the county would need to put up $275K in labor, equipment, and other materials. The Court moved to approve to ask for the $275K. Since the beginning of 2024, the County has been updating several properties. The restrooms at the show barn have been remodeled, plus the show barn has been refurbished. The “Interfaith Center” building, which is owned by the county, received a new roof. Also, the Terry County Senior Center has been refurbished with new flooring and other updates have been added.
