Yoakum County Commissioner Courts Met Today April 8, Child​ Welfare Board Gets New member

The Commissioners Court met in regular session on Monday, April 8, where they addressed their weekly agenda.

Moving into the agenda the Court moved to audit and settle all accounts against the County and direct their payments. After looking over the bills and addressing any concerns a motion was made and unanimously approved to pay County bills that totaled $259,997.83 and Medical facility bills that totaled $215,017.68. Also in the bill paying was the part-time payroll.

Continuing with the agenda Judge Jim Barron presented the Tax Assessor/Collector’s monthly report. He noted the office had collected $140,986.82. His report was unanimously approved.

Darla Welch was present to give the monthly report of the Treasurer’s office. She said the county had a March 2019 beginning balance of $69,031,598.49 and an ending balance of 67,991,184.43. Her report was unanimously approved.

Judge Barron also gave the monthly report for the Sheriff’s Office, the County Clerk’s office, and the District Clerk’s office.

The court also acknowledged the completion of County Clerk Darla Welch in successfully passing the final assessment and completing the requirements of the Basics of County Investment Course and membership into the County Investment Academy.

This was followed by a unanimous approval for the purchase of secure signature module from Tyler Technology. This will enable the County to electronically print names on checks. The cost was $1,100.

The court then unanimously approved the resignation of Connie Lozano on the Child Welfare Board and appointing Mitzi Welch to that position.


Shinnery Oaks management firm of 24-Karat Ventures was in attendance requesting funds to pay some bills that had been incurred before they took over managing the facility. The total of the invoices was $76,405.58. The court unanimously approved the transfer of funds to the company.

There were also several question and statements concerning employee insurance. Judge Barron asked to have the four options printed out and presented to the Court in the near future.

The Court also unanimously approved a maintenance agreement on a copier for the Sheriff’s office. The monthly charge will be $42 per month.
There was one road crossing permit for Windstream Communication, several requests from the office of JP#2 for the disposal of computer related items, three line item transfers, and no Soil Conservation request.

Judge Barron then informed the Commissioners there will be no Court next Monday, April 15. Commissioners Woody Lindsey, Ray Marion, Tommy Box and Tim Addison along with County Judge Jim Barron were all in attendance. The next meeting will be held on Monday, April 22 at 10 am in the County Courthouse.
