Texas Officials Urge Vigilance As DPS Coordinates With Federal Partners Amid Mexico Violence

The Texas Department of Public Safety (DPS) is actively coordinating with the U.S. Department of State and the Federal Bureau of Investigation (FBI) as security concerns intensify across several regions of Mexico.

Greg Abbott is urging Texans currently in Mexico — and those with loved ones traveling there — to closely follow federal travel warnings and shelter-in-place guidance amid ongoing violence, road blockages, and criminal activity.

“Texans’ safety is my top priority, whether they are here at home or traveling abroad,” Abbott said. “I urge all Texans in Mexico to follow the guidance of U.S. officials, stay alert, and ensure they are in contact with the U.S. Embassy or nearest U.S. Consulate. Situations on the ground can change quickly, and staying informed can save lives.”

Federal Advisory: Shelter In Place In Multiple States

The U.S. Department of State has advised American citizens in the following Mexican states to shelter in place until further notice:

  • Baja California
  • Jalisco
  • Quintana Roo
  • Parts of Guanajuato
  • Guerrero
  • Michoacán
  • Nuevo León
  • Tamaulipas

Officials warn that conditions can shift rapidly — even in popular tourist destinations — and travelers should monitor official alerts closely.

Cartel Leader Takedown Raises Retaliation Concerns

The warnings come amid heightened instability following reports of the takedown of Nemesio Rubén Oseguera Cervantes, known as “El Mencho,” the alleged leader of the Jalisco New Generation Cartel (CJNG).

Texas Agriculture Commissioner Sid Miller described the operation as a significant blow to one of the most violent cartels operating in Mexico.

“This cartel has blood on its hands,” Miller said. “Taking out its kingpin is a big step toward restoring law and order.”

However, Miller cautioned that retaliation often follows such high-profile cartel disruptions.

“When you cut the head off a snake, the body thrashes,” he said. “We are already seeing cartel retaliation and chaos in parts of Mexico.”

Border Communities Urged To Stay Alert

Texas officials are particularly concerned about potential spillover effects impacting communities along the southern border.

Commissioner Miller specifically addressed farmers, ranchers, and others working in rural border counties, urging heightened awareness.

“If your operation hugs the border or requires cross-border travel, postpone anything that is not absolutely necessary,” Miller said. “Avoid isolated roads. Stay in close contact with local law enforcement. Report suspicious activity immediately.”

He emphasized that rural Texas must not be caught off guard.

“The safety of our producers and rural communities comes first,” Miller said. “Texas will not be caught flat-footed. We stand ready to protect our land, our livestock, and our people from any spillover violence.”

Governor Abbott and state officials are encouraging Texans in Mexico to:

  • Enroll in the Smart Traveler Enrollment Program (STEP)
  • Maintain regular contact with family
  • Avoid high-risk or isolated areas
