A man from Gaines County, Anthony Xavier Flores, was arrested on October 1 by Special Ranger Michael Looney of the Texas & Southwestern Cattle Raisers Association. Flores faces charges of theft for unlawfully taking possession of several loads of hay without paying for them in Terry County.
The investigation, which began in May 2025, was initiated by Special Ranger Looney. He gathered evidence and witness statements indicating that Flores had taken possession of over 100 tons of hay without making any payments. The victim had sold hay to Flores with the understanding that payment would be made after the hay was picked up. When Flores failed to pay by the agreed-upon deadline, the victim reported the incident to Looney.
After a warrant was issued for Flores’s arrest, he repeatedly evaded attempts by Special Rangers Michael Looney and Tod Reed to contact him. He ultimately surrendered at the Gaines County Sheriff’s Office.
