The Brownfield City Council will meet Thursday, Oct. 1, at 7:30 a.m. in the City Hall Council Chambers, 201 W. Broadway Street, with utility billing, the city’s annual financial audit and hotel-motel occupancy tax funding among the primary items on the agenda.
One of the most detailed items scheduled for discussion is a presentation from city staff concerning recent customer utility bills. According to the posted agenda, staff will review the city’s meter-reading and billing processes and explain how electric, water, sewer and garbage charges are calculated.
The presentation is also expected to address factors that affect monthly utility consumption, how utility rates are established and approved by the City Council, and how Brownfield’s rates compare with those charged by other utility providers across Texas.
The council will also consider approving an engagement letter with Bolinger, Segars, Gilbert & Moss, CPA, to conduct an audit of the City of Brownfield’s financial statements for the fiscal year ending Sept. 30, 2026.
Another portion of Thursday’s meeting will focus on hotel-motel occupancy tax funds. A representative from the Brownfield Chamber of Commerce is scheduled to present the quarterly financial report for the city’s Visitor Information Center program funded through hotel-motel tax revenues.
Council members will also consider an application submitted by the Brownfield Lions and Rotary Clubs seeking hotel-motel occupancy tax funding for the third annual Hoopin Classic basketball tournament. The tournament is scheduled to be held in December 2026 at Brownfield High School.
The council is scheduled to enter executive session for two separate matters. The first is under Section 551.072 of the Texas Government Code to discuss and deliberate the purchase, exchange, lease or value of real property.
A second executive session is listed under Section 551.071 for consultation with the city attorney regarding pending or contemplated litigation, or matters in which the attorney’s duties under the Texas disciplinary rules of professional conduct may conflict with the Texas Open Meetings Act.
Following the closed sessions, council members may reconvene in open session and take any necessary action.
The meeting will begin with the establishment of a quorum, invocation and pledges to the United States and Texas flags. The public will also have an opportunity to comment on items listed on the agenda.
The City of Brownfield’s website states that City Council agendas are made available prior to meetings through its online Agenda Center. Brownfield, TX
