The Terry County Commissioners Court met Monday morning, Jan. 22, 2024, in a regularly scheduled meeting. After the invocation, pledges, approving the minutes from the previous meeting, and approving the county to pay the bills, the Court moved on to item #4.

Item 4, was to review and consider the purchase of a pickup for the Terry County Sheriff’s Dept. for 2024. Sheriff Tim Click told the court that he typically waits, however, one of the department’s units is having issues, and would prefer to trade in that unit for a new one, instead of paying the cost to fix it. The unit that the department is having issues with was the one going to be traded out further in the year. Commissioner Mike Swain stated that the new unit was “budgeted for 2024.”

According to Sheriff Click, Brownfield Ford already has a pickup ready. Also, the cost of the pickup does not cross the threshold of issuing a “request for proposal” (RFP). “We’ll be able to just trade in and take the new one.” said Sheriff Click. The Commissioners all voted in favor of the purchase of a new pickup unit for the Sheriff’s Dept.

The Court then moved on to review and consider approving the annual reports for the County Clerks, District Clerk, and County Judge’s offices and they were approved.

Next, the Court needed to approve the Terry County Joint Election Agreement with Brownfield ISD. Each year when there is a municipal election, the entities that have an election in Terry County agree to have the Terry County Joint Elections Office hold their elections. BISD has two at-large positions open for vote and a special election for BISD District 1. The Court approved the agreement with BISD.

The Court then considered approving the 2024 Terry County Yearly Orders. The first meeting of 2024, the Court approved the yearly orders, however, the ambulance system with Brownfield Regional Medical Center was not in the original yearly order. The ambulance system is paid by three government entities, BRMC, Terry County, and City of Brownfield. All three pay a third of the budget. The Court approved the $250,000.00 for it’s share of the ambulance system.

The final agenda item was to review a “subdivision regulation” for Terry County. Unlike the City of Brownfield, the county does not regulate certain aspects of property. However, with the amount of new subdivisions coming into Terry County, there are certain regulations the county would like to put in place. Terry County does not have any regulations for subdivisions in the county but now will be looking into it and coming up with a policy before a new subdivision is platted out.
