The Brownfield ISD Board of Trustees met in a regularly scheduled meeting Monday evening June 19, 2023, with a short agenda. This time the meeting took place in the middle school library. After the call to order, invocation, pledges, and public comments, of which there were none, the Board moved on to the Superintendent’s Report.

BISD Superintendent Chris Smith did not have a lot in his report, however, he did tell the Board that they are in the middle of all their cleaning projects. He gave an update on the old middle school demolition saying, “They are really helping on that. They are prepping the football field parking lot, leveling it… getting it ready to be mixed and crushed, so those two projects are going on simultaneously.” Smith went on to tell the Board they will be opening bids for the demolition and dirt work of the old administration building on Tuesday, June 20, 2023. Smith stated BISD has received three bids and will look them over, and the Board will make the decision on which company will be awarded the bid.
Smith moved on to tell the Board that there is still some testing going on with students. “Testing… we hope to finish testing this week, although technically we have till next week if need to,” said Smith. Next, he spoke about staffing for the district mentioning high school needs one position, Oak Grove needs two positions, and the middle school needs two positions. Smith also told the Board the district has hired two more School Resource Officers (SROs). This will make a total of five BISD SROs. Texas Governor Greg Abbott signed into law recently House Bill 3, which was authored by Terry County’s State House Rep Dustin Burrows. There are many components to HB 3, and one of those amendments is that each school district must have an armed guard at each campus. According to HB 3 “SECTION 10, Subchapter C, Chapter 37, of the Texas Education Code, Sec.A37.0814 “The board of trustees of each school district shall determine the appropriate number of armed security officers for each district campus. The board must ensure that at least one armed security officer is present during regular school hours at each district campus.”

The Board moved on to the financial reports which were given by CFO Paul Coronado. The Board was told by Coronado that all the local revenue (111%) has come in, however, state and federal funds have brought in 75%. According to Coronado, 85% of the fiscal revenue has come in. 69% of expenses have been made. The fund balance is set at $9,983,343.00 and investment funds are at $3,564,444.00.
Next, the Board would hear and consider the approval of the Guaranteed Maximum Price (GMP) of $330,000 for the Technology Purchase scheduled to be completed over the summer. BISD has been working on it’s technology cycle to ensure that all of BISD remains with relevant and functional technology inventory. BISD did solicited and received bids from multiple companies, and we will take the best price from the different vendors and will not exceed $330,000. This purchase will replace incoming 9th-grade and 3rd-grade devices. Computer Discount Warehouse – Government (CDW-G) was approved and awarded the bid at $328,090.00. BISD will be purchasing 430 Dell computers at $763 each.
The Board moved on to approve the purchase of a Student Activity Suburban for $57,683.26. BISD has been on a cycle to replace its vehicle fleet. However, this year BISD added a student activity Suburban. The Suburban that the new one will replace will be used for the BISD Mass Comm. The Suburban was procured using the bid process and Stanley Auto was able to find a Suburban now that they are under new ownership.
The Board went into executive session to discuss the superintendent’s contract. When they came out of the closed-door session, the Board approved a one extension and a 2% raise for Chris Smith.
