The Brownfield City Council gathered for their regularly scheduled meeting Thursday, April 20th to hear and discuss quarterly updates and reports by the Chamber of Commerce, Brownfield Police Department and Brownfield Code Enforcement. Also on the agenda was a discussion of the associated cost and rental fees of City owned facilities. During Executive session, discussions turned to Economic Development negotiations, Police Chief and City Manager positions as well as an Attorney consultation.
With no public comments to be heard and minutes from April 6th approved, the next order of business was to recognize the City Employee of the Month. This month’s honors went to Sam Rivas. Mr. Rivas, the current water and wastewater work foreman, has been with the City for seven years. In his free time he enjoys gardening, fishing, and spending time at home with his kids.
Next, City Manager Jeff Davis presented the Council with Financial and Investment reports for the month of March, both reports were approved. Lorena Valencia followed, presenting the quarterly report for the Chamber of Commerce. Of the $15,000 Hotel Occupancy Tax, $2,216.25 was used for Annual Property/Liability Insurance, $9612.99 went to payroll and the remainder on overhead such as advertising and utilities.

Interim Police Chief, Rene Siller, briefed the quarterly report for the Brownfield Police Department while Code Enforcement Officer, Andres Juarez, presented for the Code Enforcement Department.
Prior to moving to Executive Session, a discussion on City owned facilities and current utilization of those facilities. Several organizations have requested to use different facilities at no charge, in the past the City has allowed it in certain circumstances. Staff requested guidance on how the City plans to handle fees regarding the rentals in the future. The discussion was tabled after a cost analysis was requested.
The Executive Session resulted in only one action of the four actionable items and that was the appointment of Chris Kotzur as Brownfields newest Police Chief. Chief Kotzur comes to us after serving 20 years with the Cibolo, TX Police Department.
The next scheduled meeting will take place on May 4th, 2023 in the Council Chambers at City Hall.
