BISD makes a change, plus recognitions at latest meeting

The Brownfield ISD Board of Trustees met Monday night February 20, 2023, for a regularly scheduled meeting. After the call to order, the Board went into each agenda item.

The Board would call for a public hearing for the Texas Academic Performance Report (TAPR). BISD had already received the reports, however by statute, they must hold a hearing for the general public to see and comment on the report. BISD received the TAPR back in the fall of 2022. The report was for the academic year 2021-2022. The TAPR showed BISD has received an overall district rating of a “B”, and an overall district score of 83. BHS received a campus rating of “B” and a campus score of 86. The Brownfield Education Center (BEC) had a campus rating of “C” and a score of 74. BMS also received a campus rating of “C” and a score of 72. Oak Grove Elementary and Colonial Heights Elementary both had the exact same campus rating and score as the middle school.

BISD district-wide went up in the “meets grade level or above. Specifically in reading, science, and social studies. The high school received three distinction designations in math, social studies, and post-secondary readiness. BHS also jumped up 17 percentage points for College, Career, and Military Readiness (CCMR). The highlight for BEC was the graduation rate, which went from 86.7% to 97.3%.

The Board moved on to recognize the January 2023 and February 2023 Students and Employees of the Month. For January, those recognized were Oak Grove, Student-Devinrey Barrera, Employee-Rebecca Smith, Colonial Heights-Jennifer Arguellez, High School-Rita Kelley, and Middle School-Bethany Browne.

For the month of February 2023, those recognized were Middle School Student-Andrew Lerma, Employee-Anna Espino, High School-Holly Comer, Colonial Heights-Jennifer Collins, Oak Grove-Tamera Vela, and the Bus Driver and Transportation Employees.

Next, the Board took a look at the enrollment. The district as a whole has 1,669 students. There are 434 students in high school, 47 in BEC, 360 at BMS, 452 at Oak Grove 2nd – 5th, 228 at Oak Grove K-1st, and 148 at Colonial Heights. According to the enrollment records, BISD enrollment is up 26 from the 2021-2022 academic year.

During the financial section of the meeting, CFO Paul Coronado showed the Board where the finances are sitting. According to Coronado, the district is where it needs to be, if not better than. 69% of the revenue has come in for the 2022-2023 budget, which is $12,531,138 of the $18,511,452 needed. 44% or $8,045,695 of the budget has been expended. The balance of all bank accounts for the BISD is $11,448,795.33 and the project balance of the Fund Balance at the end of August 2023 is estimated to be $9,983,343.

Next, the Board approved a resolution to modify local board policy. According to current board policy, regular meetings take place on the third Monday of each month at 6:30 pm. The Board moved to change the meeting time to 7:00 am on the third Monday of each month. BISD Superintendent said, “This will help with having all trustees at the meeting. There have been times we weren’t sure if we would have a quorum. Now with this change, we will be able to do the district’s business.”

Trustees Cat Gonzales, Tim Swaringen, Cody Churchwell, and Matt Valdonado were present. Trustees Geoff Cooper and Randy Anthony were absent. BISD District 1 does not have a trustee. Next meeting is slated for March 20, 2023 at 7:00 am in the board room at the BISD Admin Building.
