
The Brownfield City Council met this morning with a light agenda. After the normal agenda items were taken up the council dug into Item 5.
Item 5 was to consider bids for the improvements for the North Pump Station and the Brownfield Pump Station #4. Representatives with Parkhill, Smith & Cooper were on hand to recommend the best bid for the improvements and PS&C recommended that Texas Water & Soil Company out of San Angelo TX be the company to do the improvements on the pump stations, which their bid was $308,211.00 for both pump stations.
Councilman Leon Pope asked, “what was the original estimate bid going to be?” PS&C engineer and rep Troy Luedeker said, “Our original estimate was $492,000.00 which that included a generator and some electrical improvements, but the city had decided to that on their own, so that’s why it came in a little bit lower.”
Assistant City Manager Jeff Davis stated that the original budget for both projects or both pump stations were $595,000.00 which has become a $286,789.00 in savings. The council unanimously approved the bid.
In Items 6 & 7 the council approved the interlocal agreement with PS&C for the 2019 seal coat project for certain roads in Brownfield. PS&C Holly Holder spoke about the cost should not change that much on the supplies, however, fuel cost has gone up from last years project, so they are looking at about a ten percent hike. The seal coat project also involves several other cities, and this helps with the cost as well since PS&C bids it as a whole and one company can come in and do the projects in each city

Moving on to the agenda items that have to do with the Downtown Revitalization Program Grant, the council approved all five agenda items pertaining to the Texas Capital Fund which belongs to the Texas Department of Agriculture. The South Plains Association of Governments (SPAG) will be the administration service between the City of Brownfield and the Texas Department of Agriculture, who is the organization issuing the grant to the City of Brownfield.
The Texas Department of Ag will be granting $325,000 with a $75,000 match from the City of Brownfield. This grant money will be used for improving the sidewalks in the downtown area of Brownfield. The sidewalks that will be replaced or improved from the grant will be in the 100
